System for next generationa games DX9

Here is my System
Athlonxp 1800
512 DDR 2700 ram
Geforce4 Ti4600

So what exactly is going to happen running DX 9 with a DX 8 card. What will I be missing out on.

Also do you think I should upgrade my CPU and motherboard to be able to play Half-Life 2?? I got the money to upgrade but don't really think I need to right now except for a DX9 card, maybe a Rad 9700 pro.
Any thoughts.
