System FLUXES GOT ME WORRIED

i have a fcpga celeron running at 720mhz it is a 533 and recently my temp has started rising on the cpu it is now 40'C usually it is 33 - 32 I am running it open case now but my sys temp is 25'C what gives???

The only things I can think of right now.

Is the heat sink tightly attached?
Is the cpu fan working?
Did you somehow bump up the voltage in the bios?

No I havent upped my voltage recently I took a fan that I thought was not doing anything in my sys out but...nothing. I took it out because it dropped my temp a degree and that is all but my cpu is fine at boot up and it doesnt seem to have any ill effects I will try and set it back to default voltage and see if tat fixes it.
