System fan spins but cpu fan doesnt(Wont post)

Okay ill start out by saying that im typing this on my ps3. So the whole thing gonna look messy. But my story is this. In mid november my pc worked fine, but from one day to another the pc did the following : when i start it up then the system fans that are hooked directly into the hd pins in the psu spins but the cpu fan doesnt(well it barely moves, then stops). I got the cpu,ram and gfx checked by a guy who had the spare parts to do that and he said that they all where okay and said that i should change mobo. So i changed my old gigabyte p956 s3 to my new gigabyte p35 ds3. I installed it some days ago and the system does the same thing. So i bareboned it(cpu,mobo,1 ram stick,gfx,psu) and this time i took my geforce 8800 GTS out and replaced it with a old ati gfx that didnt use the 6pin voltage. This time the cpu began to spin for around 3 out of the 5 seconds that the system is alive for.... so im thinking PSU and ived ordered a corsair 620W for that.... did i do the right thing?

I'd ordered a PC power and Cooling 650-700. these odd wattage ones like the corsair I have seen issues with alot lately.
