System don't want to restart..Help

Most of the time when I restart from Windows or restart from Bios it won't start. I will either have to actually press restart bottom or have to turn off the PS and start it up again. Here is the spec

AMD 1700+ TB @ 152x11 - 1673mhz
Leadtek Nf2
2x 256MB samsung
ATI Radeon AIW
SB live
Adaptec 2906 w/ SCSI CD-R and SCSI cd-rom
Maxtor 60GB

this happen since day one, so is not a software problem. Anyone?

what OS plz..? sounds just like a software problem/BIOS setting ..

 
OS: W2k sp2
It should be a Bios problem coz it happen even at stock speed. And the system is only 2weeks old.
P.S I will say 6/10 time I will have to hard boot it.
