System clock ALWAYS an hour ahead

I have WinXPsp2. My system clock is ALWAYS an hour ahead. When I try to sync with time.windows.com, or time.nist.gov then reboot, the computer advances the clock back to an hour ahead when it comes back after reboot. And when I manually try to adjust the time and then reboot, the computer advances the clock back to an hour ahead when it comes back after reboot. I even tried changing the clock to an hour behind the correct time and it's still an hour ahead after I reboot it.

Please help!

Check your time zone and daylight saving time setting

Timezone is already set correctly and daylight savings time setting is already correct.

The clock is still an hour ahead.

Do you have any software on your computer that automatically checks and adjusts the time for you? Maybe that is set up wrong.

The only clock management software on my computer is the Windows XP auto-sync feature.

Any help?
