no this is not for my homework. i have an interview and i need to have a fair understanding of windows, hence the questions.

i thought that since the questions are different hence i would need to start a seperate thread for each
 
Let me guess.. you are going into management? In that case yes to everything.

Lets dissect your question:

"can the interface to a system be viewed as an API for the operating system"
API stands for "Application Programming interface"
so it becomes
"can the interface to a system be viewed as an programming interface for the operating system"
Based on a generic defination for interface, the answer is yes.
If by "interface" you mean graphical interface.. then NO, as an API is a programming interface.

thanks for the wishes. i am not going to claim OS is my forte. The position involves OS but is not OS, actually it is a telecoms related position, i am hoping a basic understanding of OS issues would be appreciated by the interviewees, especially with the new handset platforms being more and more complicated.

i really appreciate your responses to my mangled incoherrent questions(mumbles)

 
If you're not doing relatively technical stuff, then the stuff you're asking about will be completely irrelevant. Nobody will care if you understand stacks and counters at a processor level but they will care about higher level issues. For instance, what are the fundamental ideas behind the patents that NTP sued RIM over?
