System Cache Abnormally Small on NT 4.0 Server

What would cause the system cache to stay abnormally small on an NT 4.0 Server(Service Pack 5 installed)? The machine has 512MB of memory, but the system cache stays around 15MB. There is over 400MB listed as Available. It just started doing this during the last few weeks. Any ideas?
 
I don't really claim to know why, nor do I claim to be an OS master, but I've recently installed O&O Clever Cache V2 on my Win2K machine and it seems to have pepped up my box. I can't back this up with any benchmarks or anything like that, but I do notice much less disk access which tells me that there's less swap-file action.

Experts: set me straight if this is bad, I'm listening
