Question System boots automatically at power strip power on.

I am using an ASUS H170 Pro since 2016 with little or no trouble.

My systems power button is turned to the on position at all times.
The system is connected to a power strip that is turned off when I'm done using the system for the day.
When I want to use the system again I would normally turn the power switch to ON and then press the Power On button to start the system.
Recently when I turn the power switch on the computer starts up automatically. If I don't press and hold the power button the system will
sometimes go into bios settings. At other times the display resolution will default to VGA.

I replaced the CMOS battery at least twice and the issue persists.

Any suggestions?

First line is a little confusing.

Short on the pc-side power switch, maybe? Disconnect power switch from mobo and retest. Try a new or backup power switch. Have you cleared/reset cmos/bios?
 
I'd start by reflashing the bios. There is one from mid 2018, I would use.

That is usually the Restore Power on Power-Loss BIOS option turned On.
That was my first thought when reading the title. But OP swapped the CMOS battery twice, and the default is power off, so that is unlikely.
