System board making beep sound

Hi all,

If you put a defective athlon XP CPU in a system board, would that system board power up (as far as fans/hard drives go) and make a continued beep sound potentially? Though with *out* activating the video card and booting the OS of course.

Or would a defective CPU equal no power up/beeps at all?
