System beep and screen flicker on boot

On boot up I hear a system beep when pressing any of Ctrl, ALT, Windows keys - the beep is accompanied by a flicker of the LCD screen where the screen turns black for a very brief moment.

Pressing the Shift and Windows key together results in a different kind of beep, much briefer like the beep has been strangled.

After this there is no further beep or flicker. So it's become a sort of habit to start up the computer, press ctrl a few times, and then windows and shift together, before I can use the computer.

I suspected a power issue, but power input seems normal. Maybe a dust issue?

Heating / Cooling shouldn't be a problem since the computer is just starting up.

A Symantec AV scan comes up clean.

I don't know much of the history of this computer or this error, since this is used by my father, and I only perform maintenance whenever I visit him.

Is there anything I am missing?
