"The war is winding down and (the government) is trying to normalize relations with the different parts of Syria as quickly as it can," says Joshua Landis, Syria expert and Director of Middle East Studies at the University of Oklahoma. "A big part of that is explaining what's happened to people."

Saddam era Iraqi torture on Iranians involved electrified meat hooks. Which way on the scale the above goes I can't tell. ISIS truly got barbaric on people, I'm glad most of them are dead. I also think Assad should have thought about the need to normalizing relations before he started dropping chemical weapons on them.
