Syncronize PDF bookmarks across devices

All of my books are stored on google drive. I am looking for a two fold software solution with the following features:
1. A quality pdf reader for Windows 7-10 that keeps track of books read and their bookmarks.
2. A way to syncronize pdf bookmarks across Android and Windows desktop pdf readers.
Currently I use XODO to read PDF's on Android and love it. Except, while it has a "sharing feature" - they share entire files, not just the bookmarks.
Since the files are stored locally on all the devices, I don't need to move it back and forth. Only the bookmarks.
Any help appreciated.
