Syncing outlook between devices for free or cheap?

My dad asked if there was a way to sync contacts between his iPhone and 2 PCs in a seamless manner. My work phone does it effortlessly due to our corporate exchange server - is there any way to mimic this on the cheap?

I have no idea what forum this shoudl go to 🙂
