Synchronizing Outlook 2000

In Outlook 2000 we have created an "ORGANIZATIONAL FORMS LIBRARY" on the Outlook Exchange server. It is visable to all local users through the Tools\Forms\Choose Form area but, the users that only dial in and synchronize cannot see it or the forms inside it. Is there something special that needs to be done to make this synch? Thanks in advance for any suggestions.😕
