Symptoms of a DOA/defective CPU?

Alright guys, here's the setup I _was_ working with:

AMD Phenom X6 1055t
Asus M4A87TD EVO ATX 870
Asus GTX 465
Compatible RAM that was proven to work.
Monitor was proven to work.

The GPU was tested to be working, the RAM worked. The HDD/PSU worked. This leaves the motherboard and CPU. I'm stuck between the mobo/CPU being the problem. Here are the symptoms it displays:

1. No display
2. Everything turns on though from what I can tell. I hear all the fans spinning and can see some mobo lights on. The fans are all plugged into the motherboard, and not into the PSU connectors.
3. Power button works, but once turned on, the power button will not turn it off and the reset button does not work. They are plugged in EXACTLY as the diagram states it. I've checked this MANY times.

From what I remember, CPUs rarely come DOA because of the testing they go through. Since the reset button/power buttons are having trouble, and the GPU wasn't working, I'm assuming it is the motherboard. Plus, I hear that if the CPU was DOA, it would be equivalent to having no CPU in at all. This would mean that it would not turn at all, and this would mean the fans would not be running since they are all plugged into the motherboard? The CPU is brand new, and so is the mobo, but I just want to confirm things. Could it also be that a BIOS update is required? But this does not make sense either because it won't even show a display...any ideas? I really hope it's not the CPU

Have you tried resetting the CMOS chip including removing the battery for about 2 to 3 minutes then reinstalling it and moving the CMOS jumper back to its proper position? Its worth a shot before moving on to other possibilities.

Most likely a weak/underpowered PSU or bad motherboard...

probably best to pull the board out and try posting with just a single stick of ram, psu, hsf, and graphics card connected.. to rule out any issues with other components or a short between the mobo and the case.

Definitely not a weak/underpowered PSU, as it's overkill for the setup I had. Guess it is the motherboard, but it's definitely not the CPU right?

A bad CPU will not necessarily make the machine not turn on at all. That being said the odds of the actualy processor being bad are atleast 50 to 1. Pull the video card and turn it on see if you get any beep codes. If you do, then it's a bad video card. Same with the ram.

I'm not referring to the specs of your psu, i'm referring to whether or not its operating at its full potential.. It could be defective.. meaning it may provide enough voltage to the correct rails to spin a few fans.. but not enough power to post ...

Try what I orginally suggested before you start buying new components.. and also.. try bypassing the case switch by shorting out the pins.. just to rule that out

this is an asus board, i have had them show the wiring and wired them up as stated and gone thru the heart attack stage of not working, only to find some wires need to be print side up and others needed print side down, one took me hours to get right.

as you say it powers it on but not off you might also try swapping the reset and power led wires and see if that works.
