switching XP character encoding for umlauts etc.

I try to switch on character encoding in Latin-9 in XP, i already did everything thinkabkle in control-panel with the regional settings, so my main language is now German and the german keyboard works too.

(I have an us american version of XP respective installed it this way).

Problem is in outlook express, even after switching everything related to latin-9 encoding there i CONSTANTLY have to switch to Latin-9 encoding before sending a mail since it always complaints and the setting just doesnt STAY thre.

"mail contains unicode characters..etc..." and it asks me how to send the mail.

Also...eg. example, in various other applications everytime i work with documents containing umlauts like öäüß they wont come out right or wont display right.
