Switching fans with dragon orb?

Thinking about getting the Dragon Orb 3, but 37 dBa is too much noise for my taste. But its such a perty fan, and it seems like it works well from what i hear. So my question is, Is there anyway to switch that fan with a less noisy fan, or maybe a way to lower the volts going to the fan so it can go down to like 4500 rpms or something???
