Since chlorine evaporates from swimming pools and it reacts with ozone, wouldn't emitting chlorine in areas such as los angeles be a good thing since it would attack the high levels of ozone in the low part of the atmosphere (where people are opposed to the ozone layer)?

Chlorine in quantities you'd need would be lethal and it tends to drop to the ground and not disperse quickly so you'd just create large areas full of dead things.

"One chlorine atom can destroy over 100,000 ozone molecules." That seems to me that a small quantity of chlorine seems to be pretty effective in destroying the ozone. And since we're not talking about the ozone layer which encompassess the earth but instead a region, I'd think swimming pools with the chlorine are doing something..

The epa are talking about atomic chlorine, not chlorine gas (Cl2) given off by pools.

Edit: added formula for chlorine gas.

How does one atom of chlorine destroy 100,000 ozone molecules? And where's the proof that it actually occurs.

It probably does have an effect.
It just is low on the list of things to look at compared to cars, power plants, etc.

How? Chlorine is a catalyst.

Where's the proof? i hope you don't seriously dispute the hole in the ozone layer which has been well documented.

The hole in the ozone layers been there since it was discovered. Where's the proof that it's man made and not a natural phenomenon? Also the amount of UV light reaching the planets surface has gone down not up since it's discovery.
