Why do people still try to live on flood plains?

Because there's no risk. If your shit gets destroyed, it gets bought back for you. We all pay for these people to live in disaster areas. We pay through higher taxes, and higher costs for services. Insurance down there should be affordable only for the rich, and the government shouldn't be building levies, or buying people out when they get displaced.
