swapping PCIe bandwidths between slots?

hi,

i want to have two graphic cards installed - one for 3d work, other for gamming, and i would like to be able to run them at their full 16x capacity but no need for simultaneously (infact they will likely be 1 nVidia and 1 ATI) ...im not interested in SLI/crossfire. A board like the gigabyte 965p-ds3p has two slots, with one at 16x the other 4x ....i was wondering if this is hardwired to the particular slot, or whether you might be able to swap which is the 'primary' and hence the 16x?? I dont need to be running two graphics cards at the same time, so a slot could be 'disabled' or similar if needed? Im not that interested in 680i chipsets, largely due to unnecessary price for me.
