ok my old build just crapped out. i think it is the MB. i thin i am just going to buy a dell or something..... anyway my main (old) HDD is formatted with 5 sections and XP on the C drive. if i buy a new rig that boots from a new HDD. can i somehow get the info off of the old HDD even if the section is labeled "C" also...running windows XP with a user password enabled, i have the password...

thinking of installing it as a slave drive or thru a external usb harddrive type of setup

that sonds kinda confusing. i want to use the new preinstalled hard drive for windows, but somehow get my old info off the old c drive in the oldwindows xp folder

Lets clear. What kind of old information do you want to obtain? If you want to have your old data available such as files, folders, pics, etc. it's very easy. When you're booting from the new drive with Windows you will be able to see 5 old partitions and all the data. The only thing to notice: old windows will be presented on the old C: drive as Windows folder, Documents and Settings and Program Files folder.
But if you want to get old installed programs and settings of old system it isn't a simple task. One way is disk imaging. You may just clone your old drive to the new one or copy system partition. There are a lot of solutions; personally I use True Image for this. If you have any questions don't hesitate to ask.

Yes... if you stick your old hard drive in your new PC that already has a new C: drive, your old C: drive will just be assigned the next available drive letter.
