You haven't said, specifically, what the problem is. Just your guess. And the only thing we know about you system is the brand of the mobo. So, problem diagnosing is not possible.
9 time out of 10, what you' doing, new mobo without OS install, will not work "out of the box" and some messing around is necessary. But, again 9 time out of 10, you
can get it working.
That being what it is: Yes, uninstall the drivers from Safe Mode. Then reinstall the latest. Where to get them? I can't say, as you have given enough information. When you do this, make sure the mobo disk is not in the drive and that the PC is disconnected from the internet. That will prevent Windows from installing what it thinks you need.
A for a repair, just put the install disk in and follow the prompts.
Often the problem you're seeing is caused by incorrect memory voltage. Set it to what the memory manufacturer recommends for your sticks.
Of course, all the other parameters in the BIOS are set at their defaults, which may be correct, or may not be. The bios could also be too old to support you CPU/video card/etc..
