suspected half-broken motherboard? cant boot from cds anymore

My windows installation began having major problems, so I thought I would reinstall windows xp. It works fine, I can reinstall it. A week or 2 later I want to reinstall it again for various reasons on another drive, and now it wont let me boot up into the windows xp installation! neither cdrom is detected when booting up (yes i changed the settings in the bios), but they are detectable in windows. My windows installation was on the D drive, so I formatted the C drive forgetting the boot.ini is on there, so now I can't get into windows, and now I just noticed neither of my cdroms are working.
Is this a motherboard problem or what exactly?!? What should I do? :[

What motherboard is that? More info about the other parts wouldn't hurt, including the brand/model of your power supply and which drives are on which cables as master/slave.
