The confrontation likely ended the threat from this particular cell. These people are highly paranoid and very little confrontation is necessary to thwart their plans. The idea that they did not develop the film for two days is totally ludicrous. Its probably not the agent's fault, more likely the fault of an overly politicalized budget.

Why wouldn't these authorities have enough discretionary funding to run out and develop film?
