Saw Daryl on The Walking Dead making his own arrows, and it looked like his knife had a really large round portion that would be perfect for making your own wooden arrows. Scraping it with a flat knife will probably produce not a very round arrow.

I have looked everywhere for what I found on The Walking Dead but can't find it. Any help?

Was it an actual specialty tool or did it appear to just be a feature on a knife?

If the latter, 'gut hook' is probably what you're looking fot.

looked to be a feature on the knife, near the handle. Googled gut hook but that doesn't appear right.

It could have just been he was placing the arrow in that rounded part to check for roundness, as that part definitely doesn't have an edge. Although this isn't the model of knife he was using i'm sure more than just that knife have that design near the handle.

You could do crude back country woodworking with a Woodmans Pal. I used to have one, but it got stolen :^(

Much closer to something I'm looking for. Maybe it would be nice to just have a specialized tool, I'm sure there is a rounded woodworking knife that will be useful but just not dual-purpose.

I just need to construct a shack in a remote area with many of the supplies I'll need in the long run but won't need immediately when leaving the city, so naturally anything concerning arrow-making would likely go in this shack.

You dont need an arrow to be perfectly round.

If you do want it to be round use some sandpaper.
