Actually, I think it is more religious conservatives that are to blame. Why? They preach abstainence only while not letting kids get sex education. Thus they are left with the impression that sex is intercourse only (this is what most kids think even if they don't know anything about Clinton). Thus they think they are safe and abstaining. A recent survey showed that kids who signed a virginity pledge were far MORE likely to engage in oral sex and other forms of sex and thus were at higher risk for STDs. Abstainence only education at its finest...

Abstainence education + education of what sex is + education on how to prevent STDs is quite effective though.

Although I agree that abstinence only education is the wrong way to go, I would have to challenge you on your statement "while not letting kids get sex education". I have yet to see this actually come to fruition, given that $12 of federal dollars is spent on birth control programs for every $1 spent on abstinence only programs. This is a good example while a two party system works so well (lots of compromises and trade offs).
