Um, IMO breaking it up into states wouldn't help. Maybe countys, but breaking it up into states would be a hassle for most. If I don't mind buying something out of state, I have to go into 50 f'ing forums to do a search for what I want.
EDIT: Plus, don't forget about our neighbors, the Canadians.
