Sure, Quagmire makes us LOL, but does he go over the top?

I was laughing at this scene for a while...

HS cheerleader hog-tied, mouth taped shut, in a cheerleader outfit, on the men's bathroom stall floor. Quagmire walks in, gets a perverted grin on his face and says, "Dear Diary...JACKPOT"

Jeez, this isn't even as bad as some of the other things that he's done. I'm not disgusted by his character, I actually think he's pretty hilarious. Do you think he goes too far?
