Support for 4K displays

I have a laptop with a 4K display and is currently running Win7 Pro, but the high resolution makes for really small text and menus etc and nothing you can do within Win7 can do much to address that. I wonder ... does Win10 have better display adjustment controls and if so where is it?

It is an adjustment or user issue...not a windows issue!

Not quite...

There are adjustments in Windows to change text size as "Smaller - 100%", "Medium - 125% (default)", or "Larger - 150%"

These adjustments are not adequate for a 4K display on a laptop.

Ultimately, application software is going to need to be optimized for higher resolution displays but Windows does play a role.

Have you tried the "Set custom text size (DPI)" on the left hand side of that window?

Windows 8 had make quite a few improvements in this area if I recall to try and catch up to Apple which has had higher resolution retina displays for quite a while. I'd imagine Windows 10 has much better DPI scaling choice for up to 4K like BW86 above me suggests.

I have a 4K laptop, Lenovo Y50, that came with 8.1 but has been running 10 for a couple of months now. I find the scaling a little better in 10 than 8, unfort for the OP it never ran 7 so I can't compare it to that.

I haven't had with any Microsoft menus or text so far, the only problem has been the command prompt which won't scale at all and is incredibly hard to read. I could try using PowerShell but I don't know cmdlets by heart and on a gaming laptop my command usage isn't all that much.

Most of my problems have been non Microsoft applications. A lot of the screens in Steam are not crisp. And I game at 1080P but the Steam interface runs at 4K in game so that ends up incredibly tiny. The reverse happens for GOG where their new Galaxy program won't scale up but their in game interface does (or or more likely it just stays at HD so it looks normal).

I'm using the Larger (150%) setting. I haven't tried the custom DPI as BW suggested since, for the most part, it works fine. I might try it though just to see what difference it makes.

Just fired up the laptop at home and I was wrong. I'm running at 250% with a max on the slider of 350%. I also tried the custom settings (Advanced -> Advanced Sizing) but it didn't help, programs that are giving me trouble still are. Custom gives you a max of 500%.
