I know what this is like, I work in an express check out a couple days a week at the grocery store I work at. Ussually though, it is people getting mad at me not the person with the extra items. It is a 15 items or less lane, but I always have people wanting to come through with baskets of stuff. Yes, baskets, I'm talking 100 items or more. There are 14 check stands, and 4 are express lanes, sometimes all the other lanes get backed up and the express lanes are open, and people are like " I see your just standing there, can I come through your line, I don't have too many items over" or "there are too long of lines, I'm coming through here". Sometimes I give in, and sure enough five people with 1 or 2 things get right in line behind them and get upset becuase they have to wait longer. And then guess what happens, the customer turns around and says " Oh, he said I could come through here". It ticks me off!!!!! I really don't care how many items people have becuase I am going to be there for the next however many hours anyway, but I don't like getting the blame when people are inconsiderate to begin with. And another think for all those large cart express runners out there: It is not faster to go through express with a basket of groceries even if you have to wait behind one other person in a regular checkstand!!! There is only one person in express who has to scan AND bag your stuff, where as a regular check stand ussually has a checker and a bagger working together. To make matters worse, there is not enough space to put all the groceries on the counter and the bagged groceries pile up becuase the cart still has suff in it. You don't have enough room to sort the groceries so you get your frozen stuff mixed in with your cereal and so on. My advice is be considerate in line, whether you are behind some one with more than the specified amount of items or you have to go to a regular check stand, an extra 2 or 3 minutes is not going to kill you.
