It's done by a vote of all the owners. The owner of a particular franchise lobbies to get the game by showing the financial backing, # of hotel rooms, entertainment of their city. If the city is not in a relativly warm place (think Tampa or Houston) it has to have a dome (Detroit). The NFL also uses the game to s/convince/bribe cities into paying for new stadiums.
