Super Silent 4 Pro TC

Hello all,

I've been enjoying the silence of the older model of Arctic Cooling, the Super Silent 4 TC (without the "Pro") in one of my PC's, so I decided to replace the copper-heatpipe based Cooler Master CPU cooler in my main computer as well. I ordered the Super Silent 4 "Pro" TC from Newegg, but this fan behaves completely different. Instead of barely spinning, this thing runs at 2000-2200rpm right after the power up, and therefore being no much quieter then the Cooler Master which it replaced. Anyone has similar experience? It should not spin right after power-up at all, or only intermittently (because heatsink is cold).
I have P4/2.4GHz CPU. I'm sure I applied the correct amount of thermal paste.

I noticed that the surface of the heat sink is not smooth as they usually are, but has visible ridges or slightly rough surface ? is this normal? It?s rough to the point that when I wiped it with the tissue, fibers would be getting stuck on the surface? did I get the unit which got overlooked by quality control in the factory?

Never mind, I discovered the problem - my unit is obviously malfunctioning; I found the review of the cooler at silentpcreview.com with detailed images how the factory new unit is supposed to look like - the thermistor is expected to be wedged into the center of the heatsink's fins (there is even a ridge/hook-up in the center of the plastic frame which holds the fan to run the wire through it) - on my unit thermistor's end is pushed hard between very edge fins of the sink, and fins are damaged/bent touching each other there as well.

I don't know for 100% if that is the reason for wrong spin control or not, but I'm going to call Newegg tomorrow for RMA. It either came out of the factory screwed up like this, or someone tampered with it already - I thought that Newegg wouldn't sell previously used or returned item as new again, but maybe I was wrong - the box is worn out and partially crushed, so all is possible I guess....
