Super severe pop-ups in Win98SE

My friend is having very severe pop up/under/whatever problems on his 98 machine. He's run Adaware and Spy bot, which helped, but it's almost like he's drowning in junk on his computer.

What can he do? He's getting really frustrated. Any help would be appreciated. He does not want to install Mozilla.
