Super Cellphone + minute deal

Got the phone in pocket now, ordered from STi using the 'paymecell' code.
Price was $76.20, sent rebate for $79.00
Sti has great customer service.
Cannot say much about the rebate since I haven't received it yet but I did check company prior to purchase and I'm not worried about getting rebate.
STi Moble uses Sprint PCS service so coverage hasn't been a problem.
Rates are 12cents/day min and 10c/night min.
If you purchase additional time thru cheapphonecards then per/min charge is less due to discounts given (anywhere from 3% to 20% depending on what code you find to use).
There is NO surcharges, so time is only cost. Not like others that charge a per-day surcharge just to have the phone. 🙂

How does one qualify for the minimum rates, and what are the rates otherwise?

Am I right in thinking that you keep a money in your account, so there is no "expiration" of service unless you forget to use your phone once every 60 days?

At the cheapphonecards website they say to use code cell12 to get 12% off. What does the code "paymecell" do?
