Looks like there's 2 pieces to it... the 'cup' which holds the liquid and is connected to the handle, and the 'base' which is the clear part and the base. Seems like the base has a hole in the bottom which is covered up when on a table and the 'cup' locks into place creating suction. Then when you lift the handle, it opens a bit at the top to let air in and it can move again.

im sure by no suction they mean that you dont have to actually push the cup down to create a vacuum like a normal suction cup.
