You're thinking of seaward trunks or chests and yes, they do make them. However, be prepared to spend as much for a small car. You may have better luck finding vintage ones at a lower cost. I'm sure other luggage makers have them but, the last place I recall finding them was London.

They're called steamer trunks or chests. They were designed so you didn't have to unpack your clothes.

When were going on our first cruise some couple had just 2 steamer trunks for their baggage and I was thinking how cool that would be, but then with the airline fares for oversize and overweight baggage that would be like an extra $100 a piece for the convenience. No Thanks.

They were for the old days when you are on the ship crossing large stretches of water for weeks, not suitable these days.
