Suggestions on how to do this

get a small 10 cubic foot dorm fridge, drill two holes in the side, put a bucket of water in the fridge, run your water cooling tubing out of the case and into the bucket of water in the fridge.
 
you'll have to insulate the blocks and lines just as though you were going to use a pelt or a prometia. but it will be much much much less money, like a 10th.
