Suggestions for my little project...?

I've been asked by a professor of mine to build a device that will pretty much perform the same functions as the Axis 250S (http://www.axis.com/products/cam_250s/index.htm). He is buying them for $800 a pop and would like a cheaper, more versatile solution. Here's what it needs to do:

1. Do scene change/motion detection.
2. When a change is detected, start capturing/encoding MPEG2 video until the scene returns to its original state.
3. Capture 4-channel audio along with the video (the rooms these devices will be placed in will have 4 microphones).
4. Be able to access the captured files by FTP'ing into the box, files are labeled by time and date.

One of the major points is small form factor. I'm also thinking that with a powerful enough processor I can skip hardware-based MPEG2 encoding, as I'm trying to keep this under $800. It'll probably run Linux and use one of the security s/w listed on http://www.exploits.org/v4l/. I can't really think of anything else at the moment though.

If anyone has any hardware/software suggestions and ideas on how I should go about this, I'm all ears.
