suggestions for free video editing software

as the title implies, I'm looking for video editing software that is free. There are a things I'm looking for:

1) multiple video tracks
2) multiple audio tracks
3) the ability encode videos using xvid or h264 or other popular video codecs (I don't want to create it and then waste time converting it)
4) needs a storyboard
5) need to be able to cut clips and all of that other standard stuff
6) windows only

number 1 I can live without but I need to be able to have multiple audio tracks and to be able to adjust volume levels etc.

any suggestions?
 
You could try to find Avid Free DV....I dunno what its limitations are though.

A quick search also turned up Wax and ZS4...but I know nothing about those programs.
