Suggestions for blocking traffic when not on VPN? (Win Server 2012)

I'm having an issue where occasionally my VPN software will get stuck "Connecting" after for some reason it disconnects. I know there are scripts you can use before connecting and disconnecting, but I don't believe it will cover this case. I need something more fool proof, at a lower level.

I think normally if the system was a part of a Workgroup I could have the VPN connection as "Private" and the normal connection as "Public" thus letting me set different firewall settings. However I am running on a Domain, and the "Network" it's running on doesn't change names if I connect to my VPN.
