My friend is looking for a new A/V reciever.... with:
Component hookups
7.1 capabilities
Optical Digital connections

He's looking to spend around $400... maybe a little more
Refurbs are O.K. IF they come with a warranty of some kind...

Suggestions?

Yeah, those Panasonics get some very good comments. Seems like most people really like them.
They're supposed to be very good for when your sources are digital. Not so great when the source is analog and it has to do analog to digital back to analog.

You could get a Denon, HK, Pioneer, etc receiver in the range too and pretty much anything modern is going to have all the connections you listed.

What was his old receiver?

I've ordered from harmanaudio off ebay before for an example of a place for a refurb with new warranty.

Pioneer 1015 would be another one to check out.
I have the older 1014 that I got as a floor model and it's handling my system just fine.
 
Check out the refurbs at ecost. I got myself a nice Onkyo for less than half the original cost. The refurb was a cosmetic refurb so there was/is nothing operationally wrong with it.
 
I don't know if you shop at Sams / Walmart. I don't personally, but my son got a boxed system from pioneer, which has speakers and everything. I believe it's within your budget.
