Suggestions for ~$400 HD Camcorders

My sister and her husband are interested in purchasing a high definition camcorder with a budget of around $400. I haven't been watching the prices or keeping up with advancements in camcorder technology since purchasing a Canon VIXIA HG21 last year. On a cursory glance it looks like prices for HD camcorders with harddrives are still holding strong. Are there any models I can refer to them right now or would it be wise to have them hold off for a bit? I did suggest a Flip MinoHD in the meantime.
