The smaller 1080p Dell eIPS (not quite as good as the older IPS tech) can be had sometimes for $200.

But if you want 24+", you are out of luck. Dell U2410 hasn't hit $400 mark yet while the IPS tvs (no guarantee it's IPS) are now >$400 as well. One model is 32LD450.
