All jokes aside, Macs are generally considered the best for video editing. However, I prefer to use PCs...erm...yeah, like alexruiz said, find out what software this guy wants to use first. Is he new to editing? Does he use a specific title already on a certain platform?
A friend of mine does graphics/rendering and was looking at a certain Alienware because it comes with a Nvidia Quadro FX1000.... (video editing card). Try looking that up

Thanks for all the info so far I'll try to get more info on her software plans. I believe she's been doing some video editing already on an iMac, but not sure what software or any other details yet. Back with the details later... thanks again
I'd go with a 15" or (ideally) 17" PowerBook. You have a proper 6-pin Firewire port (none of this wussy 4-pin stuff!) and a FW800 port for external storage, which you'd almost invariably need if there's going to be a lot of work. That and Final Cut Pro (or Express if you don't need all the features) would probably do quite nicely.
