Sudden Issue w/ my 7970 Sapphire

So, I just picked up a new SSD and HDD... reinstall windows, all new drivers, etc.
No crazy settings really to speak of..
Install 12.11, .net4, and MSI afterburner....
I did the unlock for voltage and clocks...

And now suddenly...
AS soon as stock clocks go up, my screen starts to flicker....
Stops when I reset to stock.

AND

Afterburner will not run any of the tests over 2fps?! I was getting like 40 before...


Does anyone have any ideas on what the hell could be causing this?

Have tried running the non beta drivers?

if your card works fine at stock speeds without flicker try and uninstall msi afterburner and see if manual overclocking in AMD CCC causes flicker. i am assuming you have 12.11 beta 11 with 12.11 cap 2 installed.
