So if I bid and win the auction, I wonder if I could start a dutch auction with the numbers and sell them to 200 people.

Just saying, you can't say 100% that these people are fools.
 
maybe in the UK the lottery is such that there are 6 numbers, but where i come from, the lottery is 7 numbers... so this won't do much good.
