"SUCATREG" in a Windows ME\System Load My Internet Connection Automatically Everytime I Go Into Device Manager

When I go into System Properties\Device Manager
My internet connection start connect automatically,
than my Norton Internet Security detected that the program name:
'SUCATREG.EXE' try to access to Port 80, location is: crl.microsoft.com.
What this mean?
Did Anyone have the same file name 'SUCATREG' in their Windows ME\
System Folder?
This happen after I have installed game "Black & White"
Everytime I load the game it happened the samething.
Now I uninstall the game, but the problem still there.
Did this a Virus or Trojan something like that.

Windows 98. Windows 98 Second Edition added improved support for finding file signatures related to installation of multifunction devices. Also, a tool (Sucatreg.exe) was provided with Windows 98 Second Edition that developers can use to register catalog files so end users are not prompted to provide catalog files during device installation.

On Windows Me, the user will be able to install an unsigned driver for a blocked device class until a signed driver has been installed. After a signed driver is installed, the user will be prevented from installing an unsigned driver that uses the same Plug and Play ID as the already installed, signed driver.
