No, they definitely still put it in a bag when you dine in (at least to every one I've been to). Actually come to think of it they've never asked me dine in our dine out.

Each Subway location is a Franchisee; they can set their own prices.

Yep, and when doing so, they must consider overhead. One location may be more expensive to lease than another. Also, demand is an issue. Higher demand stores in prime areas may raise their prices.
