The reason 34.255.255.255 is the broadcast address is based on class full addressing. Read about it, and the question answers itself.

The answer is right but for the wrong reasons imo. They assume every class A is going to be partitioned out as classful. We live in a world of classless addressing. And have for a long time. Interestingly enough this particular IP is owned by Haliburton within AWS. And is in the network 34.248.0.0/13 (255.248.0.0 ).
