say I've already done well on the act and am taking the sat because I'm a national merit semifinalist... would it be best to submit my sat scores to the three colleges that I'm interested in or to none of them so that they can use my act score if I do worse on the sat? I can always send my sat scores at a later date if I want to, right?

yeah, hold off on sending your SAT's until you know for sure what you got. I was a National Merit Semifinalist but ended up not doing quite as well on the real thing. The writing section really made the difference.
